Sensational information from the market of energy-saving and nature-conservative technologies. The proposition on unique technological innovations in this market is made by the Corporation "PromEkonomService". This innovation company with a complex three year experience of introduction of progressive engineering development has proved that it is possible to achieve substantial fuel economy with minimal efforts and expenses and within very short terms. We are talking about two compact devices – BIT and RAU that are the result of a long-term hard work of inventors, scientists, engineering personnel of the corporation that have performed the so called revolution in energy supply. Introduction of these innovation developments requires more rapid rates since the problem of abstemious consumption of coal, gas, electric energy is becoming more vexed. You can familiarize with this issue from the interview with the Chairman of the board of the corporation "PromEkonomService", Member of Academy of Technological Science of Ukraine, Candidate of Economic Science Maltsev Vadim Aleksandrovich.

— Vadim Aleksandrovich, could you please tell us about those unique technological innovations – BIT and RAU and your corporation?

— "PromEkonomService" is one of those few enterprises, if not the only one, that deal with realization of intellectual property. This property is now materialized in our two large-scale projects that we offered to heat-and-power engineering and housing and communal services (HCS) – technological units BIT and RAU. Burning intensification technology (BIT) is designed for large boiler units, RAU (reagentless anti-scale unit) is mainly used in hot-water boilers and heat exchangers of hot water supply in HCS. The results of exploitation of these units allow to make a conclusion that the country may have stupendous advantage – taking into account that difficult situation in which Ukraine appeared in connection with a jump in prices for energy carriers.

— Where have your innovations been already used?

— The introduction of BIT began three years ago ant at present this technology is successfully used at 10 power units of the generating company "Vostokenergo", at Brushtynskaya and Mironovskaya HPP and other metallurgic plants. We started realization of pilot projects outside the territory of Ukraine since many countries of the world become interested in our developments.

RAU is also successfully introduced. These units successfully operate at 15 objects, Mariupolsky Metallurgic Complex of Illycha, Donetsk Railway and others among them. Here is an abstract from the letter of December 13 of the city administration of Makeyevka addressed to the first deputy of the Minister of Construction, Architecture and Housing and Communal Services of Ukraine A. Orlov: "At the three boiler-rooms of the utility enterprise "Makeyevteploset" five industrial sets of RAU were installed. We note high reliability, simplicity in operation of RAU and believe that wide application of this technology will help at least to solve problems of technological improvement of the equipment used within the frames of HCS reform on the whole. As a result of RAU application fuel economy (up to 10%) is achieved and ecological situation is significantly improved. The obtained economic effect can be used in mechanisms of Kyoto protocol that will finally make RAU technology economically advantageous for operation in HCS. The executive committee of Makeyevsky town council approved the decision on realization of RAU project at all the hot-water boilers of utility enterprise "Makeyevteploset" within the maximum short terms." By the way, RAU were put into production not so long ago, in contract to BIT and we already have such comments…

— What are the concrete results?

— As far as BIT is concerned the efficiency coefficient at one boiler unit with the capacity of 200MWt depending on its state and construction is increased from 1 to 3%. This is a very good result for large-scale power engineering. Maintenance of the BIT unit does not require special training of the personnel and increase of the list of the staff. Forget about constantly shaking "gas light" in boilers that comprises millions of cubic meters of gas consumed by the 93 large-scale boiler units on the territory of our country. The benefit on the whole may comprise hundreds millions of hryvnas.

Moreover BIT shows excellent economic results in connection with decrease of the quantity of burnt fuel for attainment of the same final technological effect. At the same time emissions of hazardous substances to the atmosphere are decreased by 10-40% including nitric oxide and sulphides that are extremely dangerous to human health.

— Is RAU also so effective?

— This is a reagentless unit that fully cleans hot-water boilers from scale. And one or two millimeters of scale that are formed in the boilers within a period of several months decrease heat productivity by half and in time put equipment out of operation. As a result lots of money and time is spent on repair and cleaning. RAU simply saves boiler and heat plants from such "illness". Heat loss is also prevented and that means that there is no need to burn so much coal and gas. The calculations show that it is possible to attain economic effect of about 40 million hryvnas only at the boiler-rooms of the heating system of Donetsk. The townspeople will also be pleased by clean air.

So, if we have an economy of about 10% as exploitation of RAU in Makeyevka and other enterprises showed then it will provide benefit for our consumers within the limit of the country. In hryvnas it may comprise hundreds and hundreds of millions. Besides the quantity of emergency stoppages in boiler-rooms will be slashed.

— How much time is needed for installation of BIT and RAU?

— BIT is installed within 5-10 days, RAU –during one day. Taking into account that we order manufacture of units two or three months on the whole will be needed for introduction of BIT and one week for introduction of RAU from the moment of conclusion of the contract. It is also important to note that the corporation has improved and unified the process of assembling of these units in such a way that the client can install BIT and RAU independently, practically without switching off boiler units. The corporation is responsible for follow-on and after-sales service.

In short, a lot of talent and creative achievements are contributed to our technologies. Our intellectual assets are estimated by competent independent experts for the sum of 2.7 milliard hryvnas. The statute fund of the corporation at present comprises 608 million hryvnas. All this is covered by patents and copyright in 149 countries of the world.

The most important thing is that there are no analogues to BIT and RAU technologies in our country and abroad concerning their low cost and striking speed of introduction and economic return. It goes without saying that they should take the proper place in energy saving – their utility for industry and housing and communal sphere is so evident.

— Do you think that the special state programme would be the optimum alternative since we are facing the problem of energy safety?

— Surely the special state programme would be the best solution of the problem taking into account that Ukraine cannot afford itself large-scale introduction of progressive technologies of the West because of lack of money. For example equipment of the fourth power unit at Starobeshevskaya HPP by the so called circulating boiling bed cost 100 million euros and 10-12 years will be needed for payback.

According to recent reports of mass media and Internet in Kievsky region of Donetsk the technically complicated, not easy in exploitation project for 12 million UAH in the sphere of water supply that will be repaid in about ten years was approved.

This does not mean that we have to refuse heavy projects, we need them and they also should be introduced. But at present it would be more profitable to put such technologies like BIT and RAU into mass production with the aim of release of funds that could be then used for large-scale technologies. It is understood that because of constant political instability large investments in Ukraine will not be made in power engineering in the desired values.

— What prevents development of the state programme?

— Passivity of many economic managers and officials. We had the opportunity make sure of that within the last three years. If I were asked whether I would go this path from the very beginning I would think a lot about it.

They don't just interfere, but also throw sand in the wheels. The simple example is Burshtynskaya HPP in Western Ukraine that not only introduced BIT at one of its power units but also ordered equipment for the second one because the results were so astounding. But the higher structures, Open Company "Zapadenergo" and the previous leaders of our ex-partner, State Enterprise "Ukrinterenergo" falsified the tests results. We had to address the court to right. But we lost precious time for this and the most important thing is that our reputation was breathed upon before RAO UES, one of our most perspective clients that unfair officials provided with fictitious comments and this lead to almost two years interruption of our relations with Russians. At present we have presented an action against falsifiers to court, we want to make them repair the damage.

— Is it easier to reach understanding with the authorities at present when the energy-saving technologies are more popular?

— Yes, we now have detailed discussions of our projects with the Ministry of Fuel and Energy, the Ministry of Construction, Architecture and Housing and Communal service. We seem to reach understanding at last. We hope that the state programme will be developed. Inactive people should be forced, there is no other way out. Then Ukraine will be able to save milliards of hryvnas within five years.

— May Kyoto protocol be of use?

— Through the mechanisms of this protocol it is possible to attract hundreds millions of Euro. Ecological effect of BIT and RAU use within the frame of the country can be stupendous if hundreds of pipes above our boiler-rooms and power stations decrease emissions of hazardous substances to the atmosphere by 15-20%. The sky above Ukraine will become more clean than it is now when the state of our ecology gives rise to unfavourable criticism.

Coming back to our conversation about increasing support of our technologies we would like no note that positive state with which the banks start to approach to the projects of use of intellectual property. Not immediately, but native financiers turn their faces to such innovations as BIT and RAU. So if at the beginning we spent a lot of time for finding compromise with conservative management of Donetsk branch of the bank "Aval" that lives and thinks in the primitive categories of easy money then the bank "Forum" for example has unhesitatingly positively estimated potential benefit of cooperation with our corporation. And it is really important that native bankers are more interested in our corporation and its technologies, its intellectual property (by the way, in the West it is one of the most liquid goods).

— So you are optimistic about the future?

— We have hope that the country will be able to dispose of the accumulated property. We take an opportunity to wish the citizens of Donbass warmth in their houses and flats, positive personal energy for the year of 2007.
